A vampire over twelve years of age can only sire three humans. If they by pass there limit, they will be killed.
Those vampires that sire without going to the empress, will also be killed. To prevent chaos on who knows who has been sired or not, there will always be the orb of Sanguine(blood), which collects a drop of blood of every single vampire sired since Elijah's and Heidi's raine. A vampire without his blood joined to the orb, will be found.
